The ITU says its new standards will herald a time when consumers will be able to buy set-top boxes in retail outlets, on plug and play. Defined by ITU-T as "IPTV that seeks to support the required quality of service (QoS)/quality of experience (QoE) levels, security, interactivity and flexibility" for multimedia services such as TELEVISION/video/audio/text/graphics/data distributed over IP-based networks, This new standard is important as it is the most significant business case and driver for deploying the next generation Network (NGN).
This standard, ITU-TY.1901, proposes to specify the advanced requirements for supporting IPTV services, including requirements for service provision, QoS/QoE, service and content protection, middleware, content, network and terminal systems components. Y.1901 and the previously approved ITU-TY.1910 recommendations - "IPTV Functional Architecture" and other ITU-T recommendations related to IPTV constitute a preliminary set of IPTV standards for equipment manufacturers (including consumer electronics suppliers) to introduce standardized IPTV products. The use of ITU-T-compliant products will enable service providers to deliver value-added services such as traditional (linear) TELEVISION, VOD and interactive TELEVISION over IP-based management networks such as NGN.
The development of Y.1901 was international, with regulatory agencies, service providers, and equipment manufacturers active participants in many countries, not limited to Canada, China, France, Japan, Korea, the United Kingdom, and the United States.
